Impacts of WFP’s Resilience programming: Evidence from a four-country study

  • Publication | 2026

As climate shocks intensify and aid budgets shrink, development and humanitarian agencies need clear evidence to show what works to build resilience and reduce poverty.

WFP's Office of Evaluation, in partnership with the World Bank, conducted impact evaluations in Niger, Mali, Rwanda and South Sudan using randomized controlled trials to compare communities who had access to Food Assistance for Assets and integrated resilience interventions against communities who did not participate in these programmes.

The evaluations documented food security, livelihood strategies and other outcomes such as mental health, consumption or time use. Evidence shows that:

  • Food Assistance for Assets programmes improve food security across four countries, with benefits lasting at least two years after programme launch.
  • Improved food security is linked to stronger livelihoods, particularly higher agricultural production and more productive assets.
  • Impacts do not emerge directly after transfers during the lean season, but rather later in the year as livelihood benefits materialize.
  • Programme impacts vary across contexts, highlighting the importance of programme design, implementation and local conditions.
