Policy Assistant to the JRC Director of Innovation in Science and Policymaking. Trained behavioural economist. Previous roles at JRC’s Competence Centre on Behavioural Insights; the OECD and the European Commission Representation in Rome.

Francesca is Policy Assistant to the Director of Innovation in Science and Policymaking at the European Commission’s Joint Research Centre (JRC). In this role, she supports Director Butkeviciene in the strategic coordination of a multidisciplinary Directorate working at the intersection of science and EU policymaking, spanning areas including behavioural insights, foresight, democracy and evidence-informed policymaking, modelling and evaluation, and emerging technologies.

Previously, Francesca was a Policy Analyst at the JRC’s Competence Centre on Behavioural Insights, where she worked to translate behavioural science into EU policy and legislation across a diverse range of policy areas, from environmental sustainability (e.g. waste sorting; energy savings; textile consumption) to consumer protection (reducing exposure to hazardous chemicals) and AI (coordinating an emerging project on the development of synthetic populations). Her work notably included supporting the development of harmonised waste-sorting labels across the EU, as part of the Proposal for a revision of the EU legislation on Packaging and Packaging Waste. She also led NetBIC, a network connecting colleagues across EU institutions who work on or have an interest in behavioural science. In parallel, she contributed to broader European Commission initiatives, including the Large-scale review of the European Commission - European Commission.

Before joining the JRC, Francesca worked at the OECD for six years, holding several roles across the organisation. In the OECD Economics Department, she analysed structural reforms aimed at enhancing economic performance and well-being, while at the Observatory of Public Sector Innovation, she served as a Behavioural Economics Advisor, applying behavioural science to areas including anti-corruption, public sector efficiency and innovation. Previous work experience at the European Commission Representation in Rome. 

Francesca holds a Master’s degree in Behavioural and Decision Sciences at the University of Pennsylvania, and completed her bachelor studies in Philosophy, Politics, and Economics between LUISS, Stanford University and Sciences Po Paris.
