The K4P User Manual tells you everything you need to know from a technical point of view, to create and publish content on K4P.

I am an independent researcher and senior consultant specialising in long-term strategic foresight, energy systems optimization, and socio-technical transitions modeling.
I hold a PhD in Energy Systems Optimization & Long-Term Prospective from Mines Paris — PSL, conducted in direct partnership with RTE (the French Transmission System Operator), as well as an MSc-equivalent Engineering Degree from ENSTA Bretagne. My doctoral research established a multi-scale prospective modeling framework, simulating thousands of long-term investment and operational trajectories up to 2050/2060 under severe climate stress, high renewable penetration, and strict security of supply criteria (LOLE <= 3h/year).
My core areas of expertise on the Knowledge4Policy platform align directly with Evidence-Informed Policy Making (EIPM) and the Competence Centre on Foresight:
1. Quantitative & Hybrid Foresight: Bridging qualitative futures narratives (Horizon Scanning,Three Horizons Framework, Participatory Delphi) with rigorous computational boundary conditions and physical resource constraints.
2. EU Policy Stress-Testing: Evaluating the robustness, resilience, and economic viability of European decarbonization pathways, grid expansion plans, and Green Deal / Fit-for-55 directives under deep uncertainty.
3. System Modeling & Resource Adequacy: Advanced mathematical optimization and simulation for supply-demand equilibrium, flexibility valuation (BESS, demand-response), and cross-border interconnection.
4. Systems Intelligence & Computation: Developing transparent analytical runtimes and automated
data workflows to accelerate evidence synthesis and scenario evaluation.
I provide independent scientific evaluation, expert peer review, and scenario stress-testing for European institutions and multilateral bodies navigating deep transitions.
